On one hand that does make more sens since Samsung allready is supplying a lot of components to third parties.
But still they could have decided in the end to go the easy and safe way and use a NEC N-1300 OEM, so you could be right.
I'm not any less right than those official-looking press release webpages on CNET.com regarding these issues. I get such information via employees at Samsung electronics in Seoul and Suwon. That's why I say: "Samsung's also preparing for the launch of 4x DVD+R/DVD-R drive in October."

I am not sure what you heard from whom but Samsung Electronics does not and cannot produce the key components to make DVD writers that can sell well. Trust me because that was why one of the key managers moved out of Samsung, Seoul and founded his own company to import ND-1300A from NEC, Tokyo. He once exported Samsung optical drives to NEC and other companies by the hundreds of thousands.
However, they have concentrated on 8x writers for long.
