It's more the first case: I have no issue with SS0C- actually its mostly inertia.
Let me elaborate a bit (and I found out something very interesting while preparing this post!).
I decided to test the 700 MiB Verbatim UltraSpeed RWs mainly to emphasize that they
do exist.
However, the results differed considerably from those I posted in the
Media Compatibility Thread for the
virgin disk
. I repeated the burn again and essentially confirmed the newer results. The point is that there are 2 variables here: the firmware and a "first time" effect. E.g. I had been able to write to the virgin
Intenso/NanYa RWs at 16x, but never again without errors. So I went back to SS0B to cross check this (and stayed with it).
The effect
is a first-time effect. The SS0B burn looked pretty well the same as with SS0C. Here a summary, all burned with LTR48246S, scans at max. speed:

This looks much like the UltraSpeed 74 min / 650 MiB, @24x, cycle unknown, SS0B:
In all cases the C1 rate has a minimum at 40-48 min (ca. 20x speed) and then grows exponentially. 16x speed is reached at about the 20 min. mark.
Now here is a burn @16x CLV, SS0B:
The C1-rate is roughly constant at the 20 min. value indicated in the 24x CAV burn!! It would be
really interesting to have 20x CLV available- that seems to be the optimum write speed for this media as far as C1-rate is concerned.
