VOB extractions

Is it possible to create a vob file containing part of another vob file, without degrading the new file?

And is it possible to combine two vob files into one?

If either is possible, what's the best software for this?

Ulead DVD Movie Factory 2 can extract video/audio from VOB files. You can then cut unwanted portions and create a new DVD. I guess it can combine VOBs too, I am not sure. However, if your VOB file has AC3 sound it will not work.
