I need ste by step to burn a VCD on 99 min disc

I have been thru all the settings as stated in (string - burning with Nero). I even got nero 5590, as I had no success with nero express 5599. OK so now I am using Nero Burning Rom 5590. I am trying to make a VCD that's 95 minutes to burn to a 99 min CD. I am not getting the overburn window. in ISO - I cant change format to mode 1 as using VCD option, this gets greyed out. Can someone plz hold my hand thru this.......

You cannot change the mode with VCD's.
VideoCD's are always mode 2.

I went to that site, but all I am getting is lots of little square boxes!

Also if I cant change format to mode 1..... should I still be able to overburn with the other settings? remembering that I amtrying to do a VCD, not audio or data....
