With Verbatim already producing 8x DVD+R DL media and 16x DVD+R DL on the way, I suspect that we will always see at least SOME made in Singapore Verbatim Double Layer media on the market.
It is possible that they will only manufacture 2.4x rated double layer in India in the future though, so it might just be a good idea to stock up on 2.4x rated Verbatim double layer media now, if you need that speed double layer in the future...
