Were you doing something heavy on your system while running that Transfer Rate Test?
If not, then I'd say that is a very poor result, and I wouldn't be surprised if that disc is unreadable in some other drives.
In order to judge the quality of a disc "good", you need a good Disc Quality scan in addition to a smooth Transfer Rate Test. I very rarely see such bad TRTs in a LiteOn drive, except for DVDs burned at high speeds in NEC/Optiarc drives (re-linking points are the culprit).
I suggest you redo the TRT and if you get the same result, then your disc is bad or your drive is bad.
