That guy is one lucky person. And if the car driver is at fault, I hope they get it good.
I cycle (not motor, pedal power) 1,000-2,000 miles a year. All it takes is one distracted motorist, and it gets nasty real quickly. I myself T-boned a car a few years back that pulled out in front of me while I had the right-of-way. Luckily, I only came out with a skinned elbow, but with the damage, the driver ended up shelling out $1400 to replace my bike.
I do blame the guy on the bike for not wearing a helmet (at least, I couldn't see one). I've been spared from one nasty concussion by having one on, and they at least provide some safety.
