Nero CD Speed test for Samsung SW-240B 40x12x40x CD-RW

My Samsung SW-240B 40x12x40x CD-RW is Dell OEM version(BD11 firmware). It really burns with unsatisfactory speed.
Here is the Nero CD Speed test for WHATEVER media(32x, 40x, 48x...
almost similar)
(if you can't see the picture, copy and paste the link to your browser).

We can see the maximum speed is only 24x :( Though I tried
many different disks.

Here is the CD info tool screen shot:

It seems most people who has this drive from Dell have the same problem :(

The first question to ask when seeing this sort of behavior is: is DMA enabled?

Sure. Every setting is definitely fine.

I looked at some other threads here. Tried many methods.

The interesting thing is, my Nero 5.5.10.0 displays maximum 40x when
no cd-r is inserted into the drive. But when I insert any blank cd-r ,
the max speed allowed instantly changes to 24x.

But, if I use ezcd creator, it CAN reach 40x!

So I doubt there may be sth wrong with my nero. However, my nero
works perfectly with my another sony crx215a drive.
