The "someone" who said that was Ian - the guy who runs this site. He said it in response to multiple, virtually identical posts promoting a particular web site. These posts were made by a new user, lll2002, who signed up and immediately posted these messages, and nothing but these messages, in various forums throughout this site. It appeared that lll2002 was just using the forums as free advertising, in the guise of posts by a regular user, to promote his web site. That behavior is not permitted.
However, individual non-commercial users telling other users about hot deals they have found by posting in the Hot Deals forum is permitted (and encouraged).
In summary:
Signing up and pretending to be a regular user simply to post ads for your company throughout the forums = bad. Individual, unaffiliated users without a commercial interest in a particular company sharing hot deals with other forum members by posting in the Hot Deals forum = good

By the way, Ian did leave the one post lll2002 put in the Hot Deals forum.
