Fry's Electronic has HP External DVD+/-RW 16X with LightScribe capability on sale today Monday August 21 for $69.99 with no MIR.

It's refurbished :o. Or is that a gimmick to justify a lower price?

Going back with my own experiences with these type advertisement from Fry's I believe latter part is true to just justify the lower the prices without setting any precedent.
