DVD-R/+R: Really 4.7GB?

Ok, so are the discs really 4.7GB or are they doing the same crap the hard drive companies are doing where 1MB=1,000,000 instead of the correct
1,048,576? And if they are doing that, why are they trying to make me mad like that?

They are doing the same crap. You actually get about 4.37GB useable disc space.
